One of the steps that the Uttar Pradesh (UP) government has taken to reach the open defecation-free (ODF) status is cash incentives.

Since the Swachh Bharat campaign was launched on 2nd October 2014, several cities and districts have become open defecation-free. UP, too, aspires to become ODF by 2nd October 2018.

Through an official communiqué, Additional Chief Secretary, UP, Chanchal Kumar Tiwari, conveyed the government’s decision to all Divisional Commissioners, District Magistrates, and the State Mission director of Swachh Bharat Mission (rural).

The cash incentives would be given to the district and village heads, officials and individuals who play a key role in the Swachh Bharat Abhiyan. Other incentives include:

  • Gandhigiri – where roses and garlands will be presented to people
  • Special screening of the Akshay Kumar-starrer ‘Toilet – Ek Prem Katha’

As per the latest reports by Swachh Bharat Mission (Gramin), UP has only 10% area declared as ODF.

Selection Criterion And Awards

The official communiqué mentioned the selection criterion and the awards. They are as follows:

Gram Panchayat Level 

For each of the following cases:

  • First gram panchayat to become fully ODF
  • Other villages to become fully ODF

Cash Rewards:

Gram Pradhan – Up to Rs 5000

District Level

For each of the following cases:

  • First 10 districts to have at least 25 ODF gram panchayats
  • First 20 districts to have at least two ODF development blocks
  • All districts which attain ODF status in the financial year 2017-18

Cash Rewards:

DMs – Rs 50,000

CDOs – Rs 30,000

District panchayat officer – Rs 20,000

Individuals, officials, workers, or consultants – up to Rs 75,000 [Each not getting more than Rs 10,000]

Division Level

For each of the following cases:

  • Top five divisions to attain ODF status in at least two districts with 75 gram panchayats at the division level
  • Division with at least two districts, each having minimum of 3 ODF development blocks and total seven such blocks in its districts
  • Attaining ODF status in at least two districts of a division

Cash Rewards:

Divisional commissioner – Rs 1,00,000

Divisional deputy director – Rs 30,000

Individuals, officials, workers, or consultants – up to Rs 75,000 [Each not getting more than Rs 10,000]

Not The First Time

Earlier, in 2005, a cash incentive scheme called the Nirmal Gram Puraskar for villages was introduced. However, it was scrapped in December 2015, because people used to defecate in the open despite getting cash rewards. The rewards ranged from Rs 50,000 to Rs 10,00,000 per panchayat, if all households had toilets and the village was open defecation-free.

The decision to introduce cash incentives has been taken by a team of officials from the state sanitation mission. The team is headed by the chief secretary and the most senior IAS officer of the state.

It remains to be seen how successful the cash incentive will be, to help Uttar Pradesh achieve its ODF status.
